Bumps max_layers from 256 to 300 on all three build attempts (they have to stay identical) and updates the comment. More headroom for the bin packer means update-heavy components share bins with fewer bystanders, so a single rpm bump drags less unchanged data along in the delta. Pulls are podman/bootc-only, so the docker overlay2 128-layer cap still doesn't apply to us.

Gives the bin packer more headroom so update-heavy components share
bins with fewer bystanders, at the cost of a few more layers per pull.
We're podman/bootc-only on pulls, so the docker overlay2 128 cap still
doesn't apply. Applied to all three build attempts, which must stay
identical.
